SING stands for 'Send ICMP Nasty Garbage'. It is a tool that sends ICMP packets fully customized from command line. Its main purpose is to replace the ping command but adding certain enhancements (Fragmentation, spoofing,...). More information: http://sourceforge.net/projects/sing
